Until now, no clear policy existed and I basically followed the
intent of the certification levels when signing keys. Only eight
keys were so signed and they should be marginally trusted.

Effective immediately, All keys signed will be bound by the
following key signing policy/protocol:

The PGP key holders wishing to obtain a signature from me, must
first send me their PGP public key. I will send them an encrypted
message, confirming both their email address and their possession
of the private key. They must then prove their identity by way of
a government ID card, a driver's licence or a passport in person
during an arranged meeting. When meeting, the key holder should
have prepared a hand-signed strip of paper with a printout showing
the ID, type, size and fingerprint of the key they want me to sign.
If I am satisfied with the above, I will sign the key.
